Voters will decide whether to levy a monthly 50-cent tax on cellular phone users to improve emergency response systems. Officials say the upgrade will help emergency workers find 911 callers who are using cell phones but are unable to tell dispatchers where they are. Dispatchers now can trace a landline call but can’t pinpoint locations of cell phone callers.
